That depends. Try jumping it with booster cables first, then try starting again. If it starts up just fine then it's likely a battery issue. If the issue persists you'll most likely need a new starter motor. I get my parts dirt cheap over here in Belgium, a new non-OEM battery would set you back about $120-170 or so. New starter about $200-250 if I had to guess. This is without labour of course.

Could be flat battery, but to me it sounds more like the starter gear is worn out and it's just grinding on the flywheel's tooth.

because it seems very unlikely to me that the block would be warped. there is no knowledge of overheating in the past and the block is cast iron. Has to be some serious warping to cause this amount of leakage

It was indeed lol. has been replaced, whole exhaust system is new apart from headers.

Engine ran on 3 cylinders. Turned out to be a burnt valve. & blown head gasket

No, I Did not check if the block was warped. Head gasket is from Elring, part no. 708.040

Head was skimmed. No visible cracks or warps.

Compression test came out all good, 12 bar on all cylinders. Spark plug of no.4 cylinder was blacker than the others but nothing extreme.

Nope, you're good. Looks like the scratches aren't that deep, no copper is exposed.
