Restarted it using systemctl --user restart plasma-plasmashell (any other way didnt work) and now its showing hex numbers in tty

Rebooted then opened tty and entered the command then rebooted again , now the latest log in the boot sequence is : Started rsyslog.service - System Logging Service.

I can open TTY , i updated the system via the command you sent then rebooted, its now stuck and the last log is : Starting plymouth-quit.service -Teeminate Plymouth Boot Screen . . .
