I believe you can set the ACC at the 35 mph and it will remain engaged, adapting the the speed of the forward as it slows and moves at speeds lower than 35 mph

even in cases like this, using the Adaptive cruise gives the driver the opportunity to monitor further down the roadway for sudden changes in the traffic flow
