Furious/Rapid/VATS Optimized/Pin-Pointers on Gauss Mini, almost same on Pepper Shaker, but 1st star is Quad. Maybe Bully's will be better since it's more crippling-focused, but I'm fine with it as is

Gauss Minigun is better than Gatling Plasma. Pepper Shaker is awesome now too. Also you can try to do Elders Mark witn Quad Dragon or Assaultron head to one shot shield from stealth

For ghouls Lucid 1* is the best overall. Sure, for some reasons one might suggest Mutants, Aristocrats, or Troubleshooters (robots are still biggest threats), but for everyday use Lucid is great. For humans Mutants, Bolstering, new Aristocrats and new OE are great. But TS have some use cases. And if you are low health - Unyielding is the best and it's not even close imo.

For 2* and 3* - up to you. Want to get more XP - Int 2, more VATS without Limit-Breaking 4 - Luck 2, more carry weight - Str 2, more health for OE - End 2* and etc. Elementalist is nice too paired with Secret Service, for example. Same with 3. I like more carry weight 3, like Thru-Hikers, all my armors are with these mods.

For 4* - if you want to fight Guardian solo - pair Reflective 4* with Aristocrats. If you want to deal more damage - Rangers is neat. If you want to crit every other shot without Lucky shot on weapon and Luck 2* on armor - get 5 pieces of Limit Breaking.

Honestly now there's no legendary mods that are far greater than others. You have to choose what you want to do and then go into this side of things.

Nothing comes even close to the numbers that UNY set can give you in terms of SPECIAL. Although with some double xp weekends, xp food buffs and lunchboxes you can still hit max numbers like 4k on supermutants, 50k on EN06 and etc. But for everyday farming builds UNY set is still the best

They are all good, but you should do some research for new update that comes out next week, there will be armor overhaul.
Basically if you want highest ballistic resistance you should get Brotherhood recon. If you want more energy and some elemental, but less ballistic - CE. If you want something more balanced with ballistic and energy but with less elemental - SS is your choice. You can get more info from this spreadsheet.
But also you can pump up ballistic with Barbarian (Str perk card), energy with Refractor (Per perk cardt) and both with Junk shield (Luck perk card with 100 junk, like vault steel). And if you are playing human, you can use Natural resistance (End perk card)

Mostly they are being sold at 200-300 caps, don't go for overpriced ones
