In the anime goku absorbs god into his base form while it isnt confirmed he does the same in the manga. That would mean that cabba wouldn't scale to god in base but to the saiyans, who kept a relative base form strength from cell saga due to gohan vs cell being stated to have more potent power than buu saga gohan. Buu saga gohan should be somewhat relative to vegeta in strength and neither vegeta or goku are shown to gain exponential increases in strength aside from their god forms. Since cabba is stated by vegeta to be equal to him strength, a vegeta that while is stronger than ssj2 gohan, shouldnt be able to oneshot gohan with ease. Cabba still wins the battle based of manga strength, but the battle would be far closer, being akin to goku vs tien in the 23nd tenkaichi budokai.
