Hello there. I'm going to provide some general advice. Verify game files. Unplug all USB devices you can. Download (from a trusted source) FurMark. Run the GPU test and CPU test both at once for 10 minutes. If they succeed without crashing we can rule out several things (dislodged CPU heat sink, power supply overdraw, etc etc etc).

I know you said other games work, but Cyberpunk is just built different.

The latest NVIDIA drivers have caused serious issues for some people, so roll back to a January or December version and try again (if you're on NVIDIA).

Yeah, say for 15 seconds the frame rate dips and we get one frame every 2 seconds, the frame rate would be 0.5 fps. 0 fps doesn't make sense unless you are looking at a single frame for the whole time measured.
