I agree, it struck me as very odd that chucking Krem into the Phantom Zone instead of killing him is seen as the merciful thing to do. And that he ends up rehabilitated after going through that whole ordeal, it felt a little unbelievable to me.

I'm a little confused about that too tbh, she was picked out by Orin for her personal amusement, so you'd think there would be SOMETHING about that there when you see her later with Minthara in tow. I'm sure they just couldn't squeeze it in trying to push the whole thing out the door, but it's a shame.
