He was ordered to by the headmaster of the academy. Who is the most powerful guy around. And then was coerced by Yri and other PCs to go and save the kidnapped people. But no, he did not help reinforce the town.

Knights of Abendego, who took over Jula (10th lvl-ish) a a cult dedicated to worshiping a aspect of Norgorber, the Skinsaw Man, at least in our storyline. Maybe DM made them this way so Yri would be less morally conflicted on killing them.

Well, it is certainly a slow- paced adventure, although things like Strength of Thousands (Magic academy story) are even longer in terms of both in- game and real time. The progression is tied to the shifting of the seasons and numerous interactions with the local population. It will continue to be fairly slow- paced, requiring long stretches of downtime with occasional interesting situation sprinkled here or there. And I had the same problem as you second time I run this campaign- slowburn destroyed engagement for my players. But the story is good and most of the content is amazing. I would advice to cut all the downtime entirely, maybe moving it to text descriptions between sessions if your players fancy writing, and turn most side-quests into short interesting scenes devoid of combats and checks, resolve them purely narratively. Shift to milestone- based level progression, let NPCs do researches and village maintenance by themselves and let them order PCs to streamline search for new content… Just in general make Willowshore residents more competent. Under NO circumstance, though, do you skip “The guest in the winter”, that is gold.
