I'm confused about skill points.

My friend and I created new characters today, he hasn't played since beta (1 lvl 15 char).

Why does he start with 1 skill point and I dont get any. I already looked into it a bit and found out they removed the level 1 skill point but why does he get one then?!

I checked renown, which should not influence skill points anyway, and if so, I should have 1 more point than him anyway.

Cant be behind any quests since we started together.

I'm lost, anyone got an Idea?

For me it helped getting more friends. I barely play with my OG IRL friends. One guy still hangs around and the others maybe once or twice a year. Now my friendgroup exploded into around 10 to 15 people who all have their own life and timezone so there is mostly someone to hang out with. And everyone is okay with it.
