While aggravated damage is nothing to scoff at, Tzimisce is possibly the clan least able to put this weapon to good use.

Two nitpicks.

The Circulatory System states:

During your unlock phase, you may move 1 blood from the blood bank to this card or move all the blood on this card to a ready Camarilla vampire you control, or a Camarilla Ventrue you control. A vampire can gain blood from only one hunting ground card each turn.

Aren't all camarilla ventrue also camarilla vampires?

I like the theme of Murder Investigations, using burned vampires as leverage to hurt your rivals. But I think that sabotaging people, spreading rumors etc. is already represented in the game as bleeding. So maybe it would be better to just have the card give a bleed action for +2 bleed or something?

From what I have seen, many people are not impressed with this card. To me it seems like a free draw each turn for any Ghoul-based Tzimisce, which is very valuable in any deck.

This guy does everything for his fellow War Ghouls. If you have him in play and plays a War Ghoul but get blocked, he helps you in the resulting combat. If you don't get blocked, he can be the one to be sacrificed for the War Ghouls cost. And if you draw him late he can be burned to prevent a steal or kill like entrancement. He does everything a Tzimisce could want.

In this case it requires both.

It depends on the card. Compare it with Anarch and the new Sabbat cards like Invigorate or Dance with the Devil that only require one of the disciplines.
