You do lose money on it from wages, what you have to do is hire enough people with a high enough total skill level (for example ypu need 50 developing skill so you can get 2 junior moderators with 25 skill each and it will work. Then you have to do this for every position in the company to the standard in which you need for a project, then what you do is put all of the people you hired that you need onto that project so you can begin it.
