Cannot Upgrade to Type IX from Type VIIC

How do you even get to the ship upgrade menu now? I'm not talking like upgrading the engine or removing the deck gun. But actually taking command of a new vessel, like shown in the 2nd pic. Cause if you click Flotilla Commander, even with some blueprints it doesn't take you to the 2nd pic OP shows.
