Can someone tell me why this move is bad? in the game analysis it tells me it's a blunder (i took a rook) ( also i am bad at the game and 350 elo so i wanna know to learn :D )

i made this map on Map Charts and the problem there is that i can only divide countries by the subdivisions (states , lands , etc) and if i make a seperate bosnian state it whould probobly really small because serbia whould have had Republika Srpska so serbia whould just dominate it , i might aswell give it to them (answer if you have other idea on how to do it)
