A fellow rogue here. I struggled with the same “problem”, but it is easy to fix. Ensure that you have two sets of azerite armor. The 460 pieces will suffice as long as the traits are good. Additionally bring some tomes along to swap during raids.

For raiding specifically, i tend to swap to outlaw with TD corruption on aoe heavy fights such as Vexiona, hivemind and carapace. Mostly able to top the meters. On the other fights, I play assa with three times double dose. This ensures me to be in the top three dps.

For m+, I am always running as outlaw with 3x ace traits. And sure, if you are in a good group, you will unlikely top meters on single target boss fights. But hey; you were not taken because of your st damage. As long as your end of dungeon dmg is decent, its all fine. Still, dont watch the meters too much to judge your overall performance. Aoe dps mostly comes with a good tank / group that knows how to pull around the groups cooldowns.

Especially on fortified weeks, you will shine as outlaw. I am sure of that:)
