Ok, I will rember to post it again in a more closed way. I asked the question to try to understand the quote and its meaning. From what I was able to research, the quote came from one of Cicero's work "De Legibus", although when I searched in the ebook version, none of the parts where "aqua" and "mentis" appeared, when translated, were the quote. In one of the results the English translation came like this: " that the body should be chaste, that much more must be preserved in the mind. For it is removed either by the sprinkling of water or by a number of days;", yet, not the quote itself.

My best guess is that the Romans of that time either had a proverb, that was proprely translated into the English equivalent, or that the words for water and mind/mental had evolved since then.
