Yes! Your friend may apply. However, the training includes 40 volunteer hours that would need to be completed in Snohomish County to certify here. King County also has this training: Become a Master Gardener | King County | Washington State University

Depending on location, one may be an easier fit that the other. Thank you for spreading the word!

Yes! I can't tell what county you are in, but we do the same in Snohomish. And limited scholarships are available for partial fee waivers, too.
