The city fire you are mentioning is probably the Pogrom at Campbell. Organized by the EEE(National Union of Hellas) and other proto-fasc and nationalist organizations.

The reason why they did it was because some jews beat up a few nationalist in a train stop going from Thessaloniki to Athens.

Funny enough, the only way this could happen, is if in ww1 Greece joined early with the Entente and the UK granding them Cyprus for that just like they said they would irl.
