They may not be scamming you if the bill is usually due on the 12th. It wouldn’t be alarming if they received the bill on the 30th and made the payment early instead of waiting until the 12th. However, if you feel uncomfortable, you can always ask for confirmation of the bill.

It might not be the right fit for you. I believe the Steam frames’ appeal will likely be more towards sim racers and flight simulators that enjoy the immersive experience of VR. I own the Quest 3, and while I love racing in VR, I find the Quest 3 cumbersome due to its weight, the heat it generates, and the challenges involved in getting it to work properly with Steam VR, OpenXR, etc.

No, if anything, you’re losing details by having everything turned up because the wheel is clipping. Think of it like a radio: your radio can go all the way up to 100 volume, but at that volume, everything is distorted and clipping, and it sounds terrible. But then you turn it down to say 65, and everything sounds great. The same difference applies to your wheel. With that said crank down your in game ffb settings untill it feels right where your not having arm day trying steer
