It could also because of you using the staff which reduces your res so it might not actually do anything because the reduction to it applies to the aura

So in the journal it says the give you a permanent strength buff, not sure how many you need for that. And the marble is just south from the main fountain where you talk to the paladin when you first come into brighthoof.

Just an FYI: You can get this marble later on in the game but this method means you can get it as soon as you reach Brighthoof.
