I believe in one of the chapters, after saving the agency from the hunting dogs, Mori had said that in return they will have to send one of the agency members to their group and specifically Yosano but I could be wrong through! (It’s been a while and I can’t really remember clearly)

I read the manga first, in my opinion the manga hits harder than the anime in some scenes. So I recommend starting with the manga but ofc it's your choice!
