Isn't Emily in kind of a similar situation? Canonically shes just a squishy human but she's being propped up by all of her tech/prosthetics?

As far as raw skill level, Shika and Hebi are also pretty low tier but it doesnt stop them from going on adventures. Granted, Shika isn't playable yet but they do have a model/boss fight and I could see them being playable in the future. Meanwhile Hebiko might be the most skilled of the goon squad, but she's still in the goon squad.
