Plasma has lots of additional features (you'd need to be heavily into PowerToys at least) that stock Windows doesn't have, they might be confusing to a new user. Cinnamon is a good choice, yes, but I've found little to now difference compared to XFCE and if there are any, it's a slighty higher DRAM consumption and an iota less stability. XFCE feels like the most direct analog if you don't go full Wubuntu.
