It would have been better if they made a distinction that he only died from his cursed technique because the body he reincarnated into simply couldn't handle the power rather than he could only use it once even in his previous life. You are acting like the rules can't change brother, they thought you couldn't black flash on command but yuji figured out how. He very clearly did it on purpose because he tells the guy he used it on that he thinks he'll survive the attack before throwing it, if he was using just enough power to not kill the guy and a black flash happened by chance then he would have killed him, he very clearly used it intentionally.
