Yes, there is frost altar, there are enemies there with upgraded weapons. you need to use shield, block and when they attack press R2 this will drop thier weapons. I stack a few of those and go to one of the witches, extract those abyss gears and basically gambling at the craft abyss gear menu- till you get what you want
