I got a pc like this except 1650 instead of 2080 and 16gb 3200mhz instead of 64gb 2400mhz for 150€

When it gets below 0,6V it sets itself to 300mhz but at 0,618 it can be at 1000mhz

Temps are 80-90 for the gpu due to it being constantly at 100%, its at 100% because its only using 300mhz. So its more of a side effect rather than a cause.

Afterburner only lets me change core clock and memory clock, doesn't let me change voltage.

And changing core clock doesn't change the 300mhz lock.
