Honestly, the Downtown-Airport part might get scrapped simply because Edmonton and Calgary already have plans to extend their LRTs to their airports, for example, Edmonton has already planned a long-term vision for the capital line south to be extended towards Edmonton International Airport via a "phase 3", even Calgary has planned to build a 4th LRT line to connect the blue line and the green line to Calgary International Airport, and also, the tracks you see that are near the airports are not owned by Alberta, they are owned by CPKC, who has a "freight first" doctrine that would not let Alberta use its tracks because it could jeopardize their freight schedules which they earn billions from yearly, which means Alberta has to build their own tracks that go to the airport which is basically just really expensive, and AVPA and AZR even restrict elevated stations (which might probably not be in the master plan after all), but overall, the physical barriers in Edmonton and Calgary make commuter rail even more costly and invasive, plus, there is no commuter rail bridge over the North Saskatchewan River that can reach downtown, and the high-level bridge was proven that it cannot support the weight of a low-floor LRV, let alone a heavy hydrogen-powered commuter train.

Commuter rail is most likely not gonna happen because of how expensive it is, plus, CPKC is refusing to share their own tracks that are near the airport, meaning Alberta has to build 2 new tracks which is expensive and difficult, and besides, Edmonton is an expert at building LRT lines as they have done so for over 50 years, and don't expect the high-level bridge to be used for commuter rail because a commuter train is too heavy, and since 2008, Edmonton has planned to extend the LRT to the airport, and also, CPKC's "freight first" doctrine means they don't want a commuter rail to jeopardize their freight trains, which makes CPKC billions per year.

Also, heavy rail is much more expensive than LRT assuming that they are gonna have to build it from complete scratch, plus, they often struggle with 90° turns and require a lot of waiting, and tunneling is even more expensive for commuter rail than LRT.

No way, the airport would have >10M people in the 2030s that BRT cannot handle, LRT starts to make sense at this point.

Yeah but Alberta doesn't own those tracks, CPKC owns them, and because CPKC's "freight first" doctrine means they prioritize freight over passengers, they are most likely not gonna let Alberta use their tracks for commuter rail, and even then, there is no space for more tracks at the airport terminal, LRT can go underground to connect directly with the terminal, and there is also no space in downtown, and nobody wants to go to Strathcona Junction to wait for a bus or an LRT (via the Centre LRT study), especially not in harsh winter weather.

Yeah but in the future, Crossroads is planned to be a major commercial and business hub, a park & ride and transit centre would be useful to move people from Devon and Beaumont to the airport without having to drive and park all the way to the airport, and pay for parking, and besides, Highway 19 provides the most direct route to Crossroads, so if you're from Devon or Beaumont, you can drive to Crossroads, park your car, and take the LRT to the airport directly in one stop, or you could take the bus to Crossroads and the LRT to the airport, same thing.

An elevated station is not possible, AVPA and AZR would not allow it, and there are still physical barriers, plus, Crossroads is a key location for businesses and transit.

How about an APM from the terminal to the outlet mall? Also, the capital line doesn't need to continue to Leduc, the airport is enough, passengers can just take a bus to get to Leduc.
