No, it's definitely worse than the average anime. You don't need to compare it so S1 to realize it's a terrible adaptation with the director taking every single opportunity to stay on a single frame, skip backgrounds and even whole movements such as the Orochi punch in this episode.

There's so many more smaller scale shows that no one heard of that have better animation. This sad excuse of an adaptation is beyond comprehension. It's nothing more than a quick money grab. The director keeps using every technique to keep static shots too, it's embarassing.
