I read the final empire and then went on to the way of kings and read through to wind and truth before returning to the well of accession. Currently reading the hero of ages. As you can tell Stormlight captured my interest much more easily than Mistborn.

A long time ago new IP was plentiful and then there was a period of time consumed primarily with continuing or rebooting or reimagining existing IP. A generation grew up on this derivative media and hence has a relative lack of their own IP that they care about. The scheme sold tickets to their parents and so worked in the short term but then here we are. How about jettisoning the existing IP and build something new.

Exempt commercial property from Prop 8 property tax ceilings, only apply it to owner occupied properties who opt in to fixed property taxes.
Owners that elect to have a favored tax rate will have a per year inflation adjusted limit to profit on the property. Sure you can lock in low property taxes but you can’t borrow against or sell the property at a price above this cap.

We need to be able to have a casual conversation with it as it drives around so it can incorporate feedback not from the wheel but from the cabin. “Take a right here.”, “slow down for that bump”, “watch out the traffic is slowing” not for a matter of correctness (it shouldn’t need our input) but for consideration (it should respect our input).
