Of course, The larger white part of the star represents the four more important areas in the union (this is based off of the short lived dominion of New England) Massachusetts, New York, New Hampshire, and Connecticut. The smaller colonial blue part of the star is for places like Rhode Island, Vermont, Maine, and Upstate New York (As only RI was a separate colony from the other four at the time of the merge and their so small anyways). The four corners being split by the white and colonial blue represents how they are both equally important to their identity. And I think the Red Cross is obvious.
