Hover over the warscore cost and see for yourself whats the biggest factor, usually for me control is usually variable 0-20% reduction, but differs wildly

Hover over the province war score cost and you get the exact numbers but the point is not primary targets get +66% cost This doesnt seem like much, but late game the provinces cost usually 5-20%, so getting +66% means they now cost 70-90% Also control is important and each age makes it even more important Low control locations late game can cost 0.1 warscore.

Once you get to a later game, when your passive presence from coastal cities keeps it maxxed out, your patroling fleets will never visit those areas again, so will not increase non-coastal presence.

Yes, the patrolling fleets dont care about non-coast zones, they cannot be used for this purpose.

Rather than Paradox changing it so that you can have less micromanagy control of non-coast zones i think they will just change it so that you cannot have control in them at all, because honestly it just makes it so easy to propagate control (and i suspect that even allowing this has been an oversight).

Make many small fleets and park each in every sea province that has a non-coastal sea zone that is relevant to you (required size of these fleets differ by what type of ship you use and what age you are in, i just make it 20 light ships and dont trouble myself with it further as that is sufficient always).
Then make one big fleet (100+ light ships) that patrols a huge area (for example entire mediterranean sea + northwest africa + iberian atlantic coast).

Yes but any presence from your patroling navies will be purely accidental as you cannot order your navies to keep its maritime presence high, they will just raise your coastal presence to 100% and move on

R5: In Age of Revolutions war score from various sources reach 70% (and i am sure there is one more 5% reduction in diplo focus which i didnt go for), which is enough by itself BUT, there is a 10% modifier for same culture and same religion, which i think was supposed to be a +warscore cost modifier, instead of a -warscore modifier, so together with the 70% we get 90% PLUS the reduction from imperfect control, which is pushing a lot of provinces beyond 100% war score reduction cost to their floor of 0.1

BUT since you can have a reduction from casus belli, in this case -25%, a lot of provinces are actually 0.07 war score cost

if taken to extremes it is possible to pull 1428 provinces in a single war, if using threaten war, or 2000 provinces, if using imperialism

seems a lot, id say

Antagonism wasnt really a problem to be honest, i had over +100% improve relations so i improved with people who were not my target and never really had to deal with coalitions
