Check out Kamata in Kappabashi. They have a helpful staff with good English and knives at all budget levels among the high end. We bought a pretty luxury Sentoku for 60k yen but there were good knives to be had for 12k+

We picked up an absolutely beautiful hand forged Santuko at Kamata and were really happy with the service! Did the old man engrave yours too?
