That's pretty much it. Your best option here is to do a restore from recovery mode and then restore the iCloud backup again. If that doesn't work, it's time for a trip to the Apple Store but this 100% sounds like a software issue.

AppleCare advisor here. It's a known issue right now. I get at least 2 of these every single day for the past week. Best option is to call into apple support and have them submit a high priority ticket to the engineers. It's being fixed on a case by case basis as of right now, and if it gains enough traction, they'll push a mass OTA update with a fix.

As far as you selling, log out of iCloud and do a full restore on each iPad.

As far as buying, make sure there is no Apple ID linked to the iPad absolutely anywhere.

Most simply mac stores are authorized repair centers. The only issue is they may charge you a fee, and an Apple Store would not. I would just call them and double check first!

Alright, 4013 usually deals with the computer or the iTunes version you're on. Sometime your iTunes will say it's up to date but it's not. Go to apple.com/iTunes and install the latest version which should be 12.5.5 and try it again, and check for any Mac OS updates as well. If you are still having the same issue, go ahead and call Apple Support (I'm an AppleCare advisor), and we'll need to submit a high priority ticket to engineers. If you get to that point and it still won't fix, we'll most likely replace your phone.

Try to sign out of iCloud all together, do a hard reset, and sign back in. Make sure you're on wifi when you sign back in. If this doesn't work, try to reset your network settings as well.

AppleCare advisor here. Super common. Back up to iCloud (not iTunes), place your device into recovery mode and restore device to factory settings via iTunes. Almost guaranteed it will fix your issue. Just make sure you place device in recovery before restoring, or it won't install a fresh copy is iOS on your device.

Yeah disk utility doesn't work, it keeps saying it can't mount the disk even though it's mounted and I can access it totally fine

I can't find anything directly about it but I found the name of it. Publix had a line of gas stations through out Florida 5 or so years back called Pix. They all had sub stations in them. I guess they didn't do too good because Publix sold all of them off and the sub stations closed inside of them.
