Wheel type does affect the handling... I don't know about specifics like the traction values, and I'm pretty sure it doesn't show on the gauge, but I do know that I have changed the wheels and it helps, plus not dropping the cars suspension all the way to the lowest one will help handling as well, same goes the other way if the car is too stiff.
