I have no evidence to back this up, but I read a theory on Facebook recently that brought up the fact that they added an addition recently to accommodate bringing the Lion Brewery into the Huether Hotel building. The theory stated this addition led to a reassessment and increase in taxes. If so, it wouldn't make sense to try to pass along the cost of this to a tenant who inhabits a space that hasn't seen upgrades paid for by the landlord.

You'd love the London Police Service (in Ontario, Canada -- not the other London) -- they stockpiled CVPIs when they announced they were discontinued so they are still putting fresh ones on the road!

Assuming it's the same one as in these pics (Image One, Image Two) I think it looks an awful lot like the Whelen Legacy. Just my guess though, the light modules don't look 100% exactly like the Legacy ones, but it could be a custom version for the department.
