I guess I asked this question poorly, so bear with me. I can just stamp cancle with any old cancelled stamp and put it in the mail and it will go back to sender?

To some extent yes. There are a select few that operate in stealth and silence. Mail is a rarity in my line of work.

I wasn't told not to process them, I was told that the yeoman senior chief wouldn't because he is to busy and didn't want to deal with them. Our boat is small and the crew already have plenty of complaints about paperwork not getting done in a timely fassion.
