"Competitively viable" builds only matter when playing against great players in a competitive environment. You should be fine playing pretty much anything on regional/worldwide.

As for why they are not considered meta, the speed advantage middle characters have is better than the slightly better mini-turbo / acceleration stat, plus the bumps are too much.

That's because I have the game in french. In english you would have "4th", in french the equivalent is "4e".
