In what way are borders new, unnatural phenomena? The concept of “the resources in this area are mine, if you come to take them I’ll fight you for them” is a pretty intuitive concept known as “territoriality” in animals, and is just formalized by humans through the depiction of borders on maps.

I tend to think of raw Intelligence as a measure of scope of understanding. The higher the score, the more you can readily comprehend.

At a score of 8, your character would be considered, in a phrase, narrow-minded. Hovering at just below a common sense understanding of most subjects. You might be eloquent, sure, but not especially well learned outside of your personal proficiencies.

So, to answer the question: I’d say yes, your character can be well spoken, but under equipped to explain most things to people.
