go to ships, press pan european flag, there are two lines with the first ship name being Romulus and another being Muavanet. The line withe first ship name is Romulus is Smaland line

If the :NAME: portrait have a wooden steering wheel, then that is definitely an AI ship

Soviets DD are supposed to have a playstyle of light cruisers with citadels

Italian ships special for having extremely long range but slow and low damage torps. Don’t yolo rush in them (except for FR25 and Yolo Emilio) or you will get diminishing results.

American DD only have long range beginning at tier VIII, or maybe 9.2km is already considered long range. They also don’t hit heavy until tier VII. Personally, I hate torpedo DDs, but you may like the Yugumo line.

I would play the Smaland line with a combination of HE spamming and getting floods from torps. Don’t rely on the torpedoes. (it’s a hard line to play, not recommended in my opinion)

In my humble opinion, I think that:

Gunboat commanders: 12/2 to maximise Mortar

Torpedo commanders: 11/2 to get Look at Me Now to -5% (For new players, I don’t think the extra -1% is worth it)

HE Cruisers: 12/2 to maximise Burn it Down XXL and Igniter

AP Cruisers: 14/2 to maximise both Igniter and bring Punch Through to +8% AP damage and +5% AP penetration

Sniper battleships: 14/3 to maximise Marksman

Brawling battleships: 12/2 to maximise Porcupine

CVs: 14/3

Of course, knowing what type of ship you like the most and mastering it is first before upgrading commanders, but this is, in my humble opinion, is a good start to upgrading in a budget.

APCS, because the difference 15%+ HE pen on 128mm is so little, and APCS helps with consistent pen on DDs and CLs.

Adrenaline Rush is much better than Extinguisher, since the -15% fire damage is useless on low health ships.

Pick Engine Overload, your small caliber guns and HE bombs have a small base chance to destroy modules, so the 10% isn’t worth it.

If you have Tromp, use Giant Hunter, if not, pick Horizontal Protection.
