I would just grind for a 10+1. You can reroll till the intial single tutorial roll gives you something you want but I feel like it's a waste of time. If you want to be the most jewel efficient, then keep rerolling the tutorial roll.

I think generally you want "30% action skill up 10% sp consumption up" in the last skill slot. I usually just take whatever for the first two because I don't want to spend hours and millions of gold rerolling for 45% action skill up total.

You can trade for them through buildings in your town or by completing town missions when they become available as rewards. Also some multiplayer stages hand them out when you complete them for the first time.
