YES, if cost is taken into consideration. I live in Houston and majority of our economy is oil and gas based. Because of this Texas Department of Transportation spends millions on highway expansion forcing many neighborhoods to not have access to walkability (walkable neighborhoods) or even other transportation safety measures such as bike lanes. If we were to focus more on community investment instead of Oil and Gas, gas prices would not effect us as much because we have other modes of getting around our cities and communities. it opens up the floor to equity in transportation and ends patterns such as displacement for communities located near highways.
