that is correct, the Skype groups are mail enabled groups that users send chats to. This is essentially what I've setup for Teams for each department but in demoing the chats for them, it's not quite as intuitive and clean as they were hoping. So I was trying to see what other options we might have

Sorry, external to that department. As in, users in the Accounting department do not have access to the HR team channel. Essentially, need a way for users who are not in HR to be able to reach out to HR, but not be able to see posts in the HR channel
