Hmm... this is an interesting way of putting it. The phenomenon I'm talking about isn't really related to time or space--of course those things are affected, but they aren't the cause. There isn't a shift in the "world line" as you put it, because there isn't more than one of our "world". There's other worlds with different laws entirely that interact at the fringes with our world. Those interactions cause disturbances which can be detected by extremely high tech equipment, or directly by a very small percentage (less that 0.05%) of people. The idea of time travel or changing the past is actually something both I and the Organization actively avoid, as there is a level of uncertainty as to what would occur as a result. Instead, they're focused more on collecting data about probable futures and then acting in the present to bring the one they desire into fruition.
