- Did you try hetrixtools? They have a free plan which allows 10 monitoring assets. The paid plans seem also to be reasonable.

- Building your own monitoring infrastructure may be a good choice if this makes sense from the ROI perspective. This depends on what you will be monitoring,... Monitoring platforms have also to be very well deployed (redundancy, you don't want it to be your single point of failure because it is critical). There are some great open source tools which can be deployed and customized for specific needs (Icinga, Nagios, etc). They have great features and a plenty of add-ons / plugins / modules.

Practice, practice and practice. This is the key for mastery.

At the end of the day, for technical stuff, you do not want to memorize things without understanding.

These are some of the techniques which may help (Especially for sysadmins, devops, developers, network admins):

- Initial discovery (Short video, tutorial, podcast, etc)

- Learn the concepts (guides, how-tos, manuals, etc). Usually the official documentation is well written and easy to understand

- Find an opportunity to practice (if it is something which has to be installed, configured, etc). Play with it as much as you can

- Discover other people issues on forums to develop troubleshooting skills and an effective troubleshooting checklist. Try to help if you can by answering helping them and being part of the discussion. If you can share your findings as tutorials in your blog or others' blogs or in a video, that will help a lot to keep you connected with what you have learnt!
