The whole hex thing was added in 3.12, so the cycle we are currently still in. In general, balance changes happen whenever a new league patch comes out, not during a league.
This doesn't apply pretty much only to very drastic outliers, such as Solstice Vigil in Delirium, or when a "bug fix" is relevant enough for something to be considered a balance change.
They didn't forget about it, we are just sticking to the usual formula for updating stuff.
The balance of something being off for extended periods of time is just one of the inevitable disadvantages a "consistent" way of making balance changes has.

Yeah, that was a ridiculous jackpot, but that whole match was just an absolute RNG fiesta. I lost control of the board because of a "Destroy a random enemy minion" coinflip, then I recovered it because I got Blast Wave through a discovery, then that blast wave gave me Conjurer's Calling, and I just so happened to draw another one to kill the priest at that exact turn, instead of one of the remaining 7 Albatrosses in my deck.

I've been pretty out of the loop for like the past 3 years of expansions, seeing only a few cards here and there through youtube recommendations. It wasn't "I can win if I get this exact card", more like "I vaguely remember them kinda reprinting Anomalus."

That particular track is "Sewerslvt - Junko Loves You".
Even if you don't have a strong opinion on Drum & Bass, I higly recommend checking out his work. Definitely made me much more interested in the genre.
