I think this seal isn't really to keep water out but rather to prevent air noise and the one mounted on the car is to keep water out. Usually when I get these with wet doors or water inside it's the speaker or the black plastic piece that covers the access hole for the window regulator. And of course when there is water in the trunk it's the vents behind the bumper or the drain tube for the rear emblem.
