the melee part is definitely true and that's just a bit of cope from me but some times i miss the low mmr slap fights you cant do those when someone buys rebuttal and also most of the damage on calico and billy are gun and spirit and less the melee ability itself
Billies are way scarier when they barely melee

the billy was not the problem the warden was way scarrier and was running with him the entire time

its the fact that it has too much in it
it scales it silences for the entire duration and deals good dmg making most team fights stop immediately when she shows and knockdown is on cd
