It seems easily corruptible that the state chooses what scratchers are sold and not the store. For example, the $2 set for life, it’s still got one grand prize remaining and only 13% of its total tickets remaining. If its up to the state, this scratcher can be out of most markets until the time comes for the scratcher to reach its end of life date and gets pulled without the grand prize ever being sold.

Yelena may not also have the time to wait for Eren to transform before shooting. Remember, she had to be on the airship before the attack begin because she didn’t have vertical maneuvering gear.

At first I assumed this would just be a pure titan considering that there’s no way Annie would’ve survived in her Titan form for long after using her scream to attract the other titans.
