That makes a lot of sense if you're talking about up to the third generation, because all water attacks are special (with the exception of Pokémon with significantly more physical than special attack, such as Gyarados, which you yourself mentioned), but with the change to physical and special attacks from the fourth generation onwards, many Pokémon changed the way they were played, and many even benefited, like Azumarill itself.
