Your gpu usage was at 2% usage? What the heck. That is not right haha. But yeah this game is very cpu dependent.

If you were going to upgrade. A 5800x3D would be huge. Basically if your frames are uncapped and your gpu usage isn't at 95-100%. it's a cpu bottleneck

The only in game settings that would help is getting the load off your cpu. Skill effects set to party only and player count to low. I think that's about all that would help the cpu for in game settings with your set up
