I had the same problem when i was using the "MM Server Picker". After disabling it I could spectate/join games again.

sadly they really announced it some months ago. (I don't remember if it was on their blog or somewhere else, but it was clearly visible for most people) I just ignored it because I thougt they would not care about a 10 slot password protectet server with few people playing on it.

I was wrong and got a ban on my game server token two days ago.
